Phone Number-Based Label Visibility in Group Chats

A functionality that allows label visibility in group chats to be restricted based on specific phone numbers. Instead of labels being visible to all group participants across all phone numbers by default, there should be an option to configure label access granularly.

1. Label Access Control by Phone Number
   Labels should only be visible to the phone numbers they are explicitly assigned to. For example, if a label is created under the phone number 123458899, it should not be visible to another user using the phone number 412324567, unless permission is granted.

2. Visibility Toggle for Third Parties
   There should be a toggle (on/off) that lets the label creator share label visibility with other phone numbers selectively. For instance, the user on 123458899 can enable access to the label for 555993473 while keeping it hidden from others.

3. Use Case Justification
   Different teams, such as Sales and Billing, may use different phone numbers to operate within the same group chat. Labels relevant to one team may be irrelevant or confusing to another. This feature would allow each team to create and manage labels tailored to their workflow, without cross-functional clutter
